It is a party to a cooperative agreement with the Federal Railroad Administration and the National Railroad Passenger Corporation. It submits budgets and financial reports to those organizations annually, and both have rights to review audit its operational costs. The U.S. Secretary of Transportation, the President of the National Railroad Passenger Corporation and the Federal Railroad Administrator comprise a majority of USRC's board of directors.
