<Desc>GBCA's programming and service accomplishments allow individuals and organizations to be active participants in and supporters of the region's art and culture community. GBCA's selected accomplishments highlight the organization's three areas of focus: Advocacy, equity and inclusion, and sector and member services. ADVOCACY:In partnership with Maryland Citizens for the Arts and the Robert W. Deutsch Foundation, the newly organized Citizen Artist Baltimore (CAB) conducted listening sessions in seven locations around Baltimore City to determine the priorities of the cultural community. The results were used to create a candidate questionnaire for the 2016 Mayoral Election and the results were compiled on a newly created CAB website. In March, CAB with GBCA in the lead, held the first ever Baltimore Mayoral candidates' forum focused on arts and culture. The forum was held at the Maryland Institute College of Art and included eleven candidates who spoke to a standing room only audience of nearly 600 people.EQUITY AND INCLUSIONThe Urban Arts Leadership Program (UALP) is a program of the Greater Baltimore Cultural Alliance (GBCA) and was designed to increase the participation of groups that have been historically underrepresented, particularly those of color, in the management of cultural and artistic organizations. UALP is a pipeline for high achieving young leaders (college seniors or recent graduates) who have demonstrated a strong commitment to this goal. In its third full program year, UALP introduced three new components: the Kick It! Kick Off! Event; a film documentary project; and a community mentorship project. In the mentoring program, the UALP Fellows are paired with a youth empowerment initiative that facilitates the matching between Fellow and teen mentee. In 2016, UALP partnered with Save-A-Dope-Boy, a movement to deter youth from relying on the streets. In November, GBCA Board and staff completed an equity and inclusion training workshop, facilitated by Creative Strategies for Change. Three staff members also attended a two-day session facilitated by the People's Institute for Survival and Beyond, which was funded by the Robert W. Deutsch Foundation.SECTOR AND MEMBER SERVICESSustainability/Audience DevelopmentIn June, with the support of the Reinvestment Fund, GBCA launched SpaceFinder Baltimore. Created by Fractured Atlas, this searchable database helps artist and venues to find one another. In an additional effort to address the issue of identifying safe spaces for artists and cultural organizations to live and work, GBCA is in its second phase of a partnership with Partners for Sacred Places / Art in Sacred Places Program. The project is funded in part by the Doris Duke Foundation and the William G. Baker, Jr. Memorial Fund. Other partners include the Baltimore National Heritage Area and the Baltimore City Department of Planning. In July, GBCA launched a new membership group, the Director's Council. Composed of cultural lay leaders who care about sustainability and creating positive, social change through the arts, the Council supports GBCA and engages in opportunities to explore thought leadership and trends of importance to the entire sector.GBCA created a new ticket-share membership benefit through which staff of member organizations can reserve free tickets to events at member organizations. This benefit was designed to build new audiences, activate the use of excess inventory, and create a stronger connection between cultural organizations.GBCA is a partner in the new cultural data collection project, GeoLoom. Housed at Baltimore Neighborhood Indicators Alliance (BNIA), it is designed to be incorporated into BNIA's neighborhood vitality reporting and as a tool for community development corporations, cultural organizations, and others. Other partners include Baltimore Office of Promotion and the Arts and the Robert W. Deutsch Foundation.ConveningArts and Culture Happy HoursHappy Hours take place regularly throughout the year to provide informal networking opportunities while exploring host organization's facilities and programming.Brown Bag House TalksThese daytime programs invite experts from the field to discuss topics relevant to the cultural community such as equity and inclusion, fundraising, and audience development. The presentations provide interactive learning opportunities. In partnership with Baltimore Collegetown Network, GBCA initiated an ongoing series of convenings with arts and humanities deans, department chairs, and faculty from local universities and colleges in order to foster collaboration, share ideas, and address common concerns.Artists ServicesRubys Artist Project GrantsGBCA granted $131,250 through the Rubys Artists Grants Program. The Rubys are project-based funding of up to $10,000 for emerging and established Baltimore-regional artists to support the creation of innovative artistic projects. The grants support the region's gems the local creative community of performing, visual, media, and literary artists. The Rubys were created in 2013 with the vision and start-up funding from the Robert W. Deutsch Foundation as a program of the Greater Baltimore Cultural Alliance to provide meaningful support to individual artists as well as enrich the arts and broader community of Baltimore and the five surrounding counties.Baker Artist Portfolios and AwardsGBCA awarded $85,000 through the Baker Artist Portfolios to artists across disciplines. This included a first-time $50,000 award to the legendary Joyce J. Scott who, shortly thereafter, was awarded a 2016 MacArthur Fellowship (also known as the "Genius Grant").GBCA launched a new website for the Baker Artist Portfolios with in-kind design support from The Berndt Group and funding from the William G. Baker, Jr. Memorial Fund. The new website has improved front-end and back-end technology, a sleeker and more creative aesthetic, and many new optimization features for artists. Additionally, artists now have the ability to edit their portfolios year-round. The Baker Artist Portfolios and Awards were created to support artists and promote Baltimore as a strong creative community. Through a sophisticated online portfolio and significant monetary prizes for the winners, the Baker Artist program serves artists of all disciplines who live and work in the Greater Baltimore region. The portfolio site and awards were established by the William G. Baker, Jr. Memorial Fund and are a program of the Greater Baltimore Cultural Alliance.Artists U/BaltimoreGBCA hosts the Baltimore branch of Artists U/ Baltimore, a grassroots, artist-run platform that provides tools and professional development for sustaining one's life as an artist. Artists U works to empower artists to build lives that are balanced, productive, and sustainable. All Artists U programs are artist-led, involve peer-to-peer contact, and free for all participants. Artists U programming includes workshops, group meetings and intensives, and one-on-one planning sessions.Artists U was founded in Philadelphia by choreographer Andrew Simonet, and now also has branches in Baltimore and South Carolina.JobsPlus JobsPlus is the region's most expansive online listing of the latest employment opportunities in the cultural sector. The listing includes internships, full-and part-time employment, classes, and more. Thought LeadershipIn November, GBCA and the Director's Council hosted a private salon with Ruby Lerner, founding director emeritus of Creative Capital, and three artist grantees to discuss the impact, success, and future needs of direct artist funding.</Desc>

<ExplanationTxt>GBCA is a not-for-profit organization that is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code. The provisions included in accounting principles generally accepted in the United States of America provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. GBCA performed an evaluation of uncertain tax positions as of December 31, 2016, and determined that there were no matters that would require recognition in the financial statements or, which may have any effect on its tax-exempt status. As of December 31, 2016, the statute of limitations for tax years 2013 through 2016 remains open with the U.S. Federal jurisdiction or the various states and local jurisdictions in which GBCA files tax returns. It is GBCA's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense.</ExplanationTxt>
