ASC Section 740-10 prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. ASC Section 740-10 requiresthat an organization recognize in the financial statements the impact of the tax position if that position will more likely than not be sustained on audit, based on the technical merits of the position. Individuals are assessed and provided placement referrals for drug/alcohol, mental health, and health treatment, emergency housing and other social services at three locations (Hollywood, Downtown and Boyle Heights). Number of persons served were 3,240 and number of sessions were 4,209.Total program expenses were $1,931,692. Form 990, Part III Line 4b Program Service Accomplishment - Continued Harm Reduction, Motivational Interviewing, Stages of Change and Mindfulness Meditation are utilized in individual and group drug counseling, case management, psychiatric services, and mental health therapy, combined with comprehensive health and other ancillary services providing a unique and dynamic treatment program for homeless substance users, particularly those with co-occurring disorders. Number of persons served were 380 and the number of sessions were 15,871.The Housing Program links frequent users of County and private hospitals, health centers and emergency rooms directly to permanent supportive housing with intensive case management to ensure that they are finding homes and stabilizing their physical and mental health. The program utilizes case managers, housing navigators, and therapists who coordinate all housing, social and behavioral health services. All of the programs have resulted in significant cost avoidance/savings in public program utilization, such as reduction in inpatient readmissions to hospitals, reduction in emergency room visits, fewer incarcerations, and reductions in other health and mental health emergency services. In the current economic and health care environment, these kinds of costs savings are critical. Number of persons served were 498 and the number of sessions were 15,992.Total program expenses were $1,693,124. Form 990, Part III Line 4c Program Service Accomplishment - Continued Training topics include: TB risk mitigation, Hepatitis risk mitigation, health and safety, homeless hospital discharge planning, case management, substance use, non-violent crisis intervention, HIV education, overdose prevention, and harm reduction. Since 1985, more than 75,000 individuals have participated in HHCLA's conferences and trainings. Number of persons served were 1316 and the number of sessions were 80.Total program expenses were $638,841. Form 990, Part III Line 4d Program Service Accomplishment - Continued The Center for Harm Reduction/Syringe Exchange program is located at 512 E. 4th Street, Los Angeles, 90013. It is located in a commercial space at the bottom floor of the Hart Hotel in the downtown area of Los Angeles known as Skid Row. The non-judgmental nature of the Center for Harm Reduction integrates an array of harm reduction strategies which have been found to be efficacious in assisting People Who Inject Drugs and homeless individuals in reducing risk behaviors, as well as foster an environment to learn about available treatment options, contemplate seeking such assistance, and when they are ready, access these resources and services. Key agency services are used to support the proposed program, which include, specialty behavioral health, prevention/syringe exchange, medical (wound care), housing, HIV-related services, and case management. Overall, this program was developed to provide an optimal low threshold access to services and quality care. Services will be offered with the least number of barriers, requirements or restrictions, so that the people who need services the most can take advantage of and benefit from them.Number of persons served were 6,000 and the number of sessions were 40,582.Total program expenses were $410,564. Form 990, Part III, Line 1 Program Service Accomplishment - Continued A multidisciplinary, multicultural staff of over 60 implements an integrated harm reduction model in all of HHCLAs programing, including substance use, behavioral health, physical health treatment, and access to housing. Since 1985, more than 170,000 homeless men, women, and children have received services from HHCLA.
