<ExplanationTxt>GBCA is a not-for-profit organization that is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code. The provisions included in accounting principles generally accepted in the United States of America provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. GBCA performed an evaluation of uncertain tax positions as of December 31, 2017, and determined that there were no matters that would require recognition in the financial statements or which may have any effect on its tax-exempt status. As of December 31, 2017, the statute of limitations for fiscal years 2014 through 2017, remains open with the U.S. Federal jurisdiction or the various states and local jurisdictions in which GBCA files tax returns. It is GBCA's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense.</ExplanationTxt>

<ExplanationTxt>ADVOCACY: GBCA continues to work independently and with partners to protect and increase local and national governmental support for the arts; further the engagement of artists and culture workers in the local and national political system; and plan for long-term engagement with regional leaders. During Baltimore Mayor Catherine Pugh's first year in office, GBCA has played a role in advocating on behalf of the cultural sector. Kibibi Ajanku, Equity and Inclusion Manager, was asked to serve on the Culture Transition Team and GBCA's Executive Director, provided support to the team throughout the process. GBCA's Executive Director was invited to serve on the Mayor's Task Force on Safe Arts Space, for which she led the Artist Space Needs Workgroup. Created in response to the tragic warehouse fire that occurred in Oakland, CA in December 2016, this task force was an immediate way to address the need for safe, affordable living and working space for Baltimore's artists. On a statewide level, GBCA partners with and supports Maryland Citizens for the Arts and participated in Maryland Arts Day in Annapolis. On a national level, GBCA participated in Americans for the Arts, Arts Advocacy Day as well as Museum Advocacy Day on Capitol Hill. EQUITY AND INCLUSION Urban Arts Leadership (UAL) is a program of the Greater Baltimore Cultural Alliance (GBCA) and was designed to increase the participation of groups that have been historically underrepresented, particularly those of color, in the management of cultural and artistic organizations. UAL is a pipeline for high achieving young leaders (college seniors or recent graduates) who have demonstrated a strong commitment to this goal. In its fifth year, the Urban Arts Leadership Program (UALP) continued to address the need for talented, aspiring leaders from groups that are currently underrepresented in the cultural workforce. Focusing particularly on recent college graduates of color, UALP offers in-depth training and work experience. UALP maintained its commitment to strengthening equitable practices for hiring and managing a diverse work force. In 2017, UALP created an alumni council to strengthen ongoing relationships and to track challenges and successes. What is known is that fellows have been hired into full-time positions by several host organizations, including the Arts Council of Ann Arundel County, Everyman Theatre, and Arts Everyday. Other organizations where fellows have been hired include the Baltimore Community Foundation, the National Women's Museum, and the D.C. Commission on the Arts and Humanities. At GBCA, Development Assistant Janica Alston, a 2016-17 fellow, received a promotion to Assistant Program Manager after completing the program. Other alumni have gone on to pursue advanced degrees, or are working as entrepreneurs. During the summer, in partnership with Young Audiences of Maryland/Arts for Learning, GBCA co-organized the inaugural Bloomberg Summer Arts Internship, which supported the creation of 25 new, paid internships for rising seniors from Baltimore City schools. Students participated in a meaningful work experiences and special projects at a local arts and culture institution. Their curriculum also included preparation for the college application process. The program was so successful that Bloomberg Philanthropies is funding an expansion in 2018. SECTOR AND MEMBER SERVICES Sustainability/Audience Development GBCA is in its second phase of a partnership with Partners for Sacred Places/Making a Home for Art in Sacred Places. This program facilitates connections between artists seeking work/rehearsal/performance space and historically sacred places that have under- or unused space. In late 2017, a Baltimore-based project coordinator was hired to shepherd the matching process between artists, art organizations, and congregations. Catalyzed by a GBCA research project in 2014, GeoLoom was publicly launched in July as part of Baltimore Neighborhood Indicators Alliance (BNIA) annual Baltimore Data Day. GeoLoom is now fully incorporating cultural data into BNIA's neighborhood vitality reporting. Other partners include Baltimore Office of Promotion and the Arts and the Robert W. Deutsch Foundation. GBCA continues to maintain the region's most comprehensive event calendar, Culture Fly, which, on average, posts hundreds of events monthly and shares dozens of free and reduced-price events through its weekly Culture Flyer newsletter. The calendar has an annual average of 400 event postings from arts and cultural organizations and businesses with visibility to more than 94,000 unique users. The CultureFlyer is a half-priced/free ticket offer email blast, which is sent to over 16,000 subscribers weekly. GBCA's Director's Council is composed of cultural lay leaders who care about sustainability and creating positive, social change through the arts, the Council supports GBCA and engages in opportunities to explore thought leadership and trends of importance to the entire sector. GBCA's runs a ticket-share membership benefit through which staff of member organizations can reserve free tickets to events at member organizations. This benefit was designed to build new audiences, activate the use of excess inventory, and create a stronger connection between cultural organizations. GBCA is a partner in the cultural data collection project, GeoLoom. Housed at Baltimore Neighborhood Indicators Alliance (BNIA), it is incorporated into BNIA's neighborhood vitality reporting and as a tool for community development corporations, cultural organizations, and others. Other partners include Baltimore Office of Promotion and the Arts and the Robert W. Deutsch Foundation. Convening Arts and Culture Happy Hours Happy Hours take place regularly throughout the year to provide informal networking opportunities while exploring host organization's facilities and programming. Brown Bag House Talks These daytime programs invite experts from the field to discuss topics relevant to the cultural community such as equity and inclusion, fundraising, and audience development. The presentations provide interactive learning opportunities. In October, GBCA presented a seminar on equity and inclusion in the cultural workforce as part of its 15th Anniversary celebration. The featured speaker was Donna Walker-Kuhne, President of Walker International Communications Group. GBCA partnered with Brooklyn-based Outside the Wire to present Antigone in Ferguson, a dramatic reading of Sophocles' Greek tragedy about the violence that ensues following a clash between personal conviction and state law. The event took place at Coppin State University and had over 300 attendees. The cast included renown actors Paul Giamatti and Sonja Sohn. GBCA's Executive Director and Equity and Inclusion Manager participated on the panel talk Building an Inclusive Baltimore/A New Lens for Inclusion at the Baltimore Museum of Art. Other panelists included Tim Phillips of Beyond Conflict, artist Carrie Mae Weems, Rebbeca Saxe of MI, and Ambassador Ebrahim Rasool. Artists Services Rubys Artist Project Grants GBCA granted $131,250 through the Rubys Artists Grants Program. The Rubys are project-based funding of up to $10,000 for emerging and established Baltimore-regional artists to support the creation of innovative artistic projects. The grants support the region's gems, the local creative community of performing, visual, media, and literary artists. The Rubys were created in 2013 with the vision and start-up funding from the Robert W. Deutsch Foundation as a program of the Greater Baltimore Cultural Alliance to provide meaningful support to individual artists as well as enrich the arts and broader community of Baltimore and the five surrounding counties. Baker Artist Portfolios and Awards GBCA awarded $85,000 through the Baker Artist Portfolios to artists across disciplines. The Baker Artist Portfolios and Awards were created to support artists and promote Baltimore as a strong creative community. Through a sophisticated online portfolio and significant monetary prizes for the winners, the Baker Artist program serves artists of all disciplines who live and work in the Greater Baltimore region. The portfolio site and awards were established by the William G. Baker, Jr. Memorial Fund and are a program of the Greater Baltimore Cultural Alliance. JobsPlus JobsPlus is the region's most expansive online listing of the latest employment opportunities in the cultural sector. The listings include internships, full-and part-time employment, classes, auditions and more. In 2017, JobsPlus, GBCA's popular online arts jobs database, helped fill over 200 positions across the Greater Baltimore region and received over 130,000 unique page views.</ExplanationTxt>
