Expanded survey outreach and community discussions undergirded campaign activity to address fair development issues identified in low-wage communities in the metropolitan area, inclduing those exposed in protests in Baltimore, need for comunity land trusts (a white paper on non-speculative housing), and opposition to increased environmental pollution in an impacted community. 53653 Governance & Decision-making: Participation in the organizations Leadership Council, through which low-wage workers took direct responsibility for the decision-making of the organization in 2014, adopting/adjusting policies and procedures, and approving annual plans and budgets has increased the skills and competencies of this, the Board of Directors of the organization. This year the Leadership Council adjusted, adopted, and up-dated a Human Resources Manual and increased its oversight activities. Low-wage workers make up 75% of the 16-member body. Election of members to three-year staggered terms is held yearly, with voting restricted to United Workers members. The Leadership Council oversees the staff collective and must approve any course corrections in the strategic plan, all staffing decisions, and financial issues beyond thosed detailed in the budget. The body meets quarterly to review staff reports, monitor adherence to the mission, plan, and budget. In addition to concretely directing the work of the organization, the process of elections, discussion, and decision-making provides a training ground for positive interpersonal relations, evaluations and assessment, and the cooperation necessary to make decisions for the common good, rather than for personal interest. 19442 Education & Leadership Development: Through direct study and training, participation in and assumption of leadership roles in meetings, schools, retreats, and campaign activities, a core group of 1000 (and a larger group of 7000) low-income workers developed skills to benefit their work, personal, and public/community lives. Our education and leadership development includes introductory discussions/seminars, beginning-level coursework through university-level study, intertwined with community outreach and research addressing community issues and targeted to help in poor working-class communities. While reflecting on the conditions of poverty, members experience working together to address the issues they identify and move from participation in educational opportunities to being co-facilitators. Producing media documentation of their experiences of poverty and rights violations; public community-building opportunities to see/hear and discuss their work experience; Know Your Rights, Health Care and Housing Leadership Schools, strategic dialogues with the broader community, and other family and social activities are all spaces for reflection and scholarship, including study of the economic crisis and its effects on Baltimore.
