Explanation for Amended Return Subsequent to filing the original Form 990-PF for the Foundation for a Healthy St. Petersburg ("Foundation"), it was determined that two of the grant recipients on the originally filed 2016 return were reported as charitable organizations under section 501(c)(3) of the Internal Revenue Code ("IRC"), but they were actually tax-exempt organizations under other subsections of the IRC. The first organization, St. Petersburg Area Chamber of Commerce, is a tax-exempt chamber of commerce under section 501(c)(4) of the IRC. The second organization is the Tampa Bay Black Business Investment Corporation and is a tax-exempt social welfare organization under IRC section 501(c)(6).The Foundation performed due diligence prior to awarding the grants to each organization and exercised expenditure responsibility timely after the grant was paid. However, due to an inadvertent administrative error, it was originally reported that two organizations were tax-exempt under section 501(c)(3) and, thus, there was no reporting of the Foundation's expenditure responsibility over each grant on the originally filed 2016 Form 990-PF. Though the administrative error caused the information on expenditure responsibility not to be reported on the original 2016 return, the Foundation did timely exercise expenditure responsibility over each grant, as reported on the amended 2016 Form 990-PF.The return has been amended to reclassify certain expenses between lines 13, 14, 16c and 23 to more accurately reflect 2016 spending.
