Part X, Line 2: The accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under this guidance, the Jewish Vocational Service & Employment Center (JVS) may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examiation by taxing authorities, based on the technical merits of the position. Examples of tax positions include the tax-exempt status of JVS and various positions related to the potential sources of unrelated business taxable income (UBTI). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon settlement. The guidance on accounting for uncertainty in income taxes also addresses de-recognition, classificiation, interest and penalties on income taxes and accounting in interim periods. For the reporting periods presented in these financial statements, there were no unrecognized tax benefits identified or recorded as liabilities. Other Assistance and On the Job Training Stipends: The agency participates in a program where it places youths in temporary jobs in the greater Chicago area so that they gain work experience and enhance their employment skills. The agency receives funding for this federal program and pays the youths directly. The youths submit biweekly timesheets which are reviewed by program staff to ensure accuracy. The agency pays clients based upon timesheet data. The contract service and dollar goals are monitored and reported monthly. The agency also participates in a privately funded program where it places individuals in an on the job training program so that the individuals can gain experience in a specific job with the goal that they will be hired by the employer at the conclusion of the on the job training period.
