If a tax position or positions are deemed to result in uncertainties of those positions, the unrecognized tax benefit is estimated based on a cumulative probability assessment that aggregates the estimated tax liability for all uncertain tax positions. The Council has identified its tax status as a tax-exempt entity as its only significant tax position; however, the Council has determined that such tax position does not result in an uncertainty requiring recognition. The Council is not currently under examination by any taxing jurisdiction. The Council's federal returns are generally open for examination for three years following the date filed. Form 990, Part VI, Section B, line 11b Operations & Finance Director reviews the Form 990 from the tax preparer. Once the review is complete, the Form 990 is forwarded to the Executive Director for review. The Form 990 is provided to the board of directors prior to or at the next meeting scheduled. Form 990, Part VI, Section B, line 12c There is a requirement to complete the conflict of interest annual statement. Form 990, Part VI, Section B, line 15 The process for determining compensation of the organization's Executive Director is as follows: initial compensation is based on market research and will be completed and compared at any time deemed necessary based on market conditions. Annually, the Executive Committee meets to discuss the performance of the Executive Director. The members meet to discuss past performance, fiscal management and accomplishment of performance goals outlined the previous year. The board chair solicits and accepts input from staff as to work performance feedback. Upon completion and review, a recommendation is made to adjust the compensation package. Any changes take effect on position date anniversary. Process for determining compensation of Key Employees- The process is same as noted above except that the Executive Director meets with the employee, rather than the Executive Committee, to discuss past and present performance.
