Proc. 2015-21 because completion of the Clinic's 2018 CHNA was delayed beyond the end of the Clinic's 2018 tax year, which ended June 30, 2019. The Clinic's leadership experienced turnover during that period of time, and there was misunderstanding as to the date by which all requirements of the CHNA, under Sec. 501(r), were to have been completed. The delay in completion was not willful or egregious and the correction of the matter, the completion of all requirements for the 2018 CHNA and Implementation Strategy, was done as promptly as possible. Discovery of the delay was made in March of 2020 during the preparation of the 2018 Form 990. The 2018 CHNA was completed as of November 15, 2019, and the related Implementation Strategy was adopted and made widely available to the public on April 16, 2020. Management for the Clinic has since updated its workplan to ensure that its next required CHNA and Implementation Strategy, for the 2021 tax year, are completed in accordance with the requirements of Sec. 501(r). Additionally, the Clinic's audited financial statements, starting with the year ending June 30, 2020 will contain a note describing the date of the most recently completed CHNA as an additional step to ensure compliance.A very important consideration is that, although the completion & posting of the CHNA report was delayed, the Clinic continuously worked to implement several initiatives to directly address the community needs identified both in the 2016 and 2019 assessment reports. Cost of care and Lack of insuranceThe Clinic created a partial hospitalization program (PHP) for Child/Adolescents to expand access to individuals/families with lower income levels by decreasing the cost of care. The Clinic expanded financial assistance to outpatient programs resulting in a significant increase in access for underserved individuals in the greater Houston community. Patients eligible for financial assistance receive care completely free of charge. The clinic provided an average of $3 million per year in financial assistance.The Clinic expanded access to care for the most vulnerable youth in poor performing Houston areas schools. Through the BridgeUp program at Menninger program, high-risk youth were referred to Menninger for care at no cost to the families. The Clinics BridgeUp program provided the funding. The program also provided funding to support social-emotional learning to over 12,000 students in Houston area underserved and at-risk schools in the 2019 grant year.Shortage of mental health professionalsThe Clinic provides and fully funds the education for medical residents, psychologists, social workers and nurses. In the past 3 years we have provided education, resident rotations and fellowships and internships to approximately 500 individuals. A number of these individuals are hired by the Clinic once training is complete, many more remain in the Houston area and this directly addresses the shortage of mental health professionals.Stigma preventing people from accessing servicesThe Gathering Place is a program that directly serves adults who have been diagnosed with a mental illness by providing education, support for community integration and decreasing stigma. The program is fully funded by Menninger at no cost to the members. During the period from 2016 to 2019, the Clinic expanded program funding over 10% from $576,700 in 2018 to $639,200 in 2019.The Clinic also sponsors an annual luncheon each year, including 2016-2019 with the aim of reducing stigma and raising awareness of mental health treatment. The average attendance at the luncheon has been approximately 570 people, including community leaders and families. The programs interdisciplinary treatment team stabilizes acute symptoms to help identify core issues and determine next steps in treatment. The team offers in-depth assessments when an adolescent's diagnosis is unclear or a second opinion is needed. The team administers extensive psychological testing, and neuropsychological testing is also available. OTHER PROGRAM SERVICES 6: Pathfinder is a Community Integration program designed to provide therapeutic support to clients with a history of mental illness. Clients receive individual, family and group therapies to create a highly individualized approach to treatment. Additionally, clients are offered a choice of either living with additional therapeutic support in the Pathfinder apartment or in the more independent and self-directed day program. OTHER PROGRAM SERVICES 7: Menninger 360, a service that offers a private psychiatric assertive community treatment team in Texas. The team is a mobile mental health group of professionals who help clients work toward independence while developing and practicing skills to manage their mental health concerns and achieve their goals. OTHER PROGRAM SERVICES 8: Addictions Services: At Menninger, roughly 65 percent of patients have an addiction or substance abuse issue in addition to their primary psychiatric diagnoses. For these patients, the treatment teams and their addictions counselors integrate treatment for the co-occurring disorders simultaneously rather than treating the disorders sequentially. Our master's-prepared addictions counselors are an integral part of each program's interdisciplinary treatment team. They help develop individualized treatment plans and counsel adolescents and adults with co-occurring disorders, following patients from assessment through discharge planning for substance-related, gambling, sexual, spending, technology and other addictions. OTHER PROGRAM SERVICES 9: Eating Disorders Services: Our Eating Disorders Services are designed to support Menninger patients who have a co-existing eating disorder or whose eating-disorder behaviors have resurfaced during inpatient treatment for major depression, anxiety or other mental illness OTHER PROGRAM SERVICES 10: Wellness: At The Menninger Clinic, our focus is on treating patients psychiatric illnesses. Exercise is an important aspect of treatment, as it's been proven to reduce stress, improve sleep habits and influence self-esteem. To encourage patients to engage in exercise, Menninger offers a Wellness Center with an array of features that offers something for everyone. The Wellness Program also offers lectures on healthy eating, stress management, cardiac care and other topics related to mental and physical health.
