In 2019, we conducted 234 community intake sessions where our volunteer attorneys met with more than 445 clients. Our staff attorneys assisted an additional 278 clients. Overall, 160 cases were related to shelter issues (a number of which focused on securing access to shelter for families who had been unlawfully denied admission to this life-saving resource); 128 cases involved housing issues (often related to short- and long-term housing subsidies), and 116 involved cash benefits (including disability benefits and SNAP). The remainder was a mix of civil issues that included consumer matters, discrimination, disability rights, police conduct, identification and more.In addition, the Legal Clinic leveraged $2.9 million in pro-bono legal services from DC law firms and lawyers to provide services to clients though our Legal Assistance Project. 444579 Affordable Housing Initiative - The overarching goal of our housing initiative is to prevent displacement and homelessness by protecting the housing of low income renters from the forces of redevelopment, deteriorating conditions, or loss of subsidy. Our approach is to provide traditional legal assistance, leverage pro bono, and engage community leaders and media to achieve clients' objectives. In 2019, we continued our work with residents of Brookland Manor and Congress Heights to help them remain in their communities as redevelopment happens around them. In the Brookland Manor case, we had oral argument before the DC Court of Appeals on our appeal of the adverse Zoning Commission decision. We await a decision from the court. In the Congress Heights case, we continued to work with residents to preserve not only their ability to remain in their community, but to secure the development of 200 affordable units on the property, as well.In addition, the Legal Clinic leveraged over $2.8 million in pro-bono legal services from DC law firms and lawyers to protect the rights of tenants. 204697 Homeless Services Advocacy - The Legal Clinic worked to improve access to shelter for families and for people with disabilities, and to ensure the safety and quality of the homeless services system. Strategies included: budget and policy advocacy; client training, education and support; and administrative/agency advocacy. Form 990, Part VI, Section A, line 8b The Executive Committee is the only committee that is delegated the authority to act on behalf of the board; it met one time on March 14, 2019. Form 990, Part VI, Section B, line 11b Once the draft federal Form 990 is forwarded to us by Marcum LLP, the Administrator reviews it, comparing it for accuracy to the recently completed audit, and highlights any questions she has for Marcum LLP. Once she has discussed her questions with Marcum LLP and understands their answers, she then forwards the draft federal Form 990 to the Executive Director, the Finance Committee and the President for their review. If they have any questions to which the Administrator cannot respond, the Legal Clinic contacts Marcum LLP for further explanation. The draft version of the federal Form 990 is also provided to the full Board of Directors for review via email prior to filing with the Internal Revenue Service. Form 990, Part VI, Section B, line 12c At the Legal Clinic's annual meeting, each board member is asked to sign the Conflict of Interest Policy Statement. We follow-up with any board member who is not at the meeting to ask them to sign the Statement. Any new board member who joins the board after the annual meeting is asked to review the policy and sign the statement when they join. In addition, the conflict of interest policy specifies that the board members "understand that if at any time during which I serve as a Director, Officer or Key Employee of the corporation, any of the foregoing representations in this Statement are no longer accurate, I will within 30 days of the event creating the inaccuracy, file with the Corporation a new, accurate and updated Statement." These Statements are reviewed by the Executive Committee, which shall decide whether the Board member with such actual or potential conflict of interest shall be required to divest such interest, recuse her- or himself from any relevant deliberations, resign from the Board of Directors, or take such other action as the Executive Committee deems appropriate. The Legal Clinic has not imposed any sanctions or penalties for the failure to file conflict statements, and has never had a situation which required enforcement of the policy. Form 990, Part VI, Section B, line 15a The Executive Director's compensation is considered along with the rest of the employees' compensation. Pay increases are considered by the Board of Directors when they approve the annual budget. In general, the Executive Director works with the President to develop recommendations for increasing salary levels. In developing recommendations, the Executive Director reviewes information about salaries at other similar organizations, as well as in the government. The President and the Executive Director then present the salary recommendations to the Finance Committee as part of the proposed budget. The Finance Committee then recommends approval of the budget to the full Board of Directors. The full Board of Directors approve the full budget, including salary adjustments, at its annual meeting. No salary adjustments were approved in 2019. Small bonuses are generally, but not always, given towards the end of December. The Executive Director gets the Board of Directors' approval and then informs the Administrator to provide a bonus payroll. The most recent compensation study was conducted in 2017.
