The project includes a wide variety of services on issues such as housing, domestic violence, maximizing income, and immigration, all aimed at removing barriers to housing. 1358572 Homeless Veterans Project: ICLC serves disabled homeless veterans who need assistance with discharge upgrades and accessing VA benefits. Since 2009, ICLC has developed a particular expertise in assisting homeless women veterans who are survivors of military sexual trauma. Last year, ICLC helped 483 veterans obtain income support, healthcare, and other benefits, recovering more than $4.1 million in retroactive awards and $3.6 million in increased income through monthly benefits. 1055052 Healthy Homes Project: ICLC forces slumlords to repair their buildings and compensate tenants who have suffered as a result of dangerous housing conditions. Last year, we recovered damages for more than 106 clients living in slum housing, and forced slumlords to repair hundreds of housing units. 3858056 2355700 Tenant Defense Project: The best way to end homelessness is to avoid it in the first place. Last year, ICLC helped 1,398 tenants and their children facing eviction avoid homelessness. This work included recovering more than $1.2 million in relocation and rental benefits and helping hundreds of families challenge horrific conditions or seek healthier, affordable housing. HIV Law Project: ICLC helps low-income people living with HIV/AIDS fight discriminatory housing practices, maintain safe and affordable housing, and access public benefits. Last year, ICLC helped 232 people living with HIV/AIDS maintain stable housing, become housed, or access public benefits, and secured more than $192,000 in public benefits.Benefits Advocacy Project: ICLC provides training, technical assistance, and quality control to benefits specialists at seven partner organizations working to end homelessness by enrolling people who are homeless because of a severe disability in public benefits programs. ICLC also represents clients who are appealing the denial of their application for social security benefits. Policy Advocacy and Impact Litigation: ICLC leads the Provider Alliance to End Homelessness, which advocates for public policies that provide long-term solutions to homelessness. We also use impact litigation to help change systemic practices that are harmful to low-income people living without homes or at risk of homelessness.Homeful.LA: Homeful.LA is an ICLC initiative that provides community members who are not involved in the legal services field with opportunities to volunteer, donate, and advocate in support of public policies that will prevent and end homelessness. Last year, 3,000 people volunteered, advocated or donated time towards ending homelessness through Homeful.LA.Pet Resource Center: Every month ICLC hosts Woof Wednesday, in collaboration with Downtown Dog Rescue, to provide free pet supplies, spay/neuter vouchers, pet food and legal assistance to low-income individuals who are experiencing or at risk of homelessness because of their cherished service animals and pets. Form 990, Part III, Line I For 40 years, Inner City Law Center (ICLC) has provided free legal services to the poorest and most vulnerable residents of Los Angeles. ICLC's mission is to ensure access to decent, safe and fully habitable housing for the enormous number of homeless and working poor families and individuals residing in Los Angeles County. From its inception, housed in a rusty trailer behind a soup kitchen, ICLC has been guided by the fundamental principle that every person should always be treated with dignity and respect. The only legal-services provider located in Skid Row, ICLC's 85+ member staff and 500+ legal volunteers provide free, quality legal representation for people who have nowhere else to turn. ICLC fights for housing for low-income tenants, working poor families, veterans, people living with HIV/AIDS, immigrants, and people who are living with disabilities or experiencing homelessness. For working-poor families and for the more than 58,000 people experiencing homelessness in Los Angeles each night, the issues of dignity, respect, and equity coalesce under the banner of equal access to decent, safe, and affordable housing. Through our innovative, holistic approach, ICLC seeks to preserve affordable housing, improve unhealthy living conditions, connect clients with public benefits that can help them afford rent, and when appropriate, recover financial damages for our clients. In 2019, ICLC helped 2,668 clients receive over $17 million in financial benefits. Our programs include: Form 990, Part VI, Section B, line 11b The Form 990 is reviewed and approved by the Treasurer of the Board of Directors, Executive Director, Chief Operating Officer and Chief Financial Officer. It is also circulated to the entire board prior to its filing. Form 990, Part VI, Section B, line 12c A conflict of interest policy has been approved by the Audit Committee of the Board of Directors. It is furnished annually to each Director, Officer and Key Employee, who are requested to complete the form if there are any conflicts and return it the staff member who handles Board Relations. Any conflicts are reported to the Board President, Executive Director and Audit Committee. In addition, as a law firm, all Board and staff members are subject to disclosure of any possible client conflicts as required by the Bar Association of the State of California. Form 990, Part VI, Section B, line 15a An independent review of comparability data to determine the compensation of the Executive Director is conducted by the Executive Committee of the board. The Executive Committee makes recomendations to the entire board and the entire board approves the compensation package.
