<Desc>Launching its support of transitioning military service members and their families in January 2015, zero8hundred began as a fiscally sponsored program of Mission Edge San Diego. In July of 2018, zero8hundred was granted its 501(c)3 tax-exempt organization status by the IRS and subsequently severed its fiscal sponsorship with Mission Edge on December 31, 2018, emerging as its own independent public charity. With over 20,000 service members separating from active duty military service, in just San Diego county each year, zero8hundred focuses on providing a wrap-around program to aid transitioning military personnel, and/or their spouses, overcome the challenges they face when they attempt to identify and connect to the resource providers best suited to support their unique post-military service needs. Designed as an early intervention/preventative program, zero8hundred helps program participants, referred to as ?Veterans-in-Process? (VIPs), prevent the negative outcomes often associated with military transition, before they occur, like un-/under-employment, homelessness and behavioral/mental health crisis. To do this, the zero8hundred program provides 1:1 peer counseling, delivered by Resource Specialist who are trained clinicians and are also veterans, military spouses or otherwise military-connected themselves, that is 1) provided early, up to one year prior to separation from active duty military service through one year post-military service; 2) is individualized; and 3) tackles their complete, rather than singular, transition needs holistically including post-service employment, educational opportunities, affordable housing, health & wellness services, basic needs and social/community connections. Transition from the military to civilian life is complex. There is often a loss of a sense of community, stress around finances and trouble translating military experience to equivalent civilian work, all of which can be overwhelming and has been linked to the increase in suicide among veterans. So, beyond just the traditional transition support to prepare for post-service employment and/or educational opportunities, behavioral/emotional health needs and social/community connections are a huge priority of the zero8hundred program. Thus, our target population are those separating from military service (or are recent veterans) who are anxious about or already struggling to adjust to civilian life. zero8hundred is able to accomplish this mission in part due to its unprecedented Memorandum of Understanding (MOU) with Navy Region Southwest that permits the zero8hundred program to be exclusively presented to military service members, during their on-base, federally-mandated transition classes held weekly on three San Diego Navy bases, and to their spouses at monthly on-base and community partner workshops. This MOU has further opened the door for the program to be presented in collaboration with the three San Diego area Marine Corps bases at their weekly transition classes as well as their monthly spouse classes; at the quarterly Coast Guard transition classes; and at Yellow Ribbon Reintegration workshops for those military Reservists and National Guardsmen transitioning back to civilian life following out of area deployments. The success of the organization, since inception, just resulted in the original 5-year MOU being renewed for an additional 9-year period, assuring that transitioning military personnel/spouses can be informed of their opportunity to enroll in the zero8hundred program, all the way until 2028 and across the entire Navy Region Southwest?s six-state area of operations. Enrollment in the zero8hundred program is easy and available to any eligible service member/spouse simply by completing a short online application located at: www.zero8hundred.org/enroll-now. The zero8hundred program specifically focuses on supporting those separating from active duty military service in southern California or returning home to southern California after separating from active duty military service anywhere in the world. As a referral hub for transition resources and through peer support from their Resource Specialist the zero8hundred program has helped, since inception, over 4,500 VIPs from all branches of the armed forces. In 2019 alone, the zero8hundred program provided support to over 1,500 service members/spouses to address their needs, craft their specific transition plan and navigate to greater success in their civilian life. zero8hundred Resource Specialists provide direct case management through telephone, email and in-person meetings with VIPs to identify their needs and then connect them to the services uniquely best suited to assist them. Then, Resource Specialists conduct follow-up communications to ensure all aspects of their VIPs? transition plans are executed effectively, recording all outcomes for reporting and program improvement. As new needs, challenges and opportunities emerge, zero8hundred Resource Specialists are there to support and empower their VIPs for up to a full year following separation from active duty service. Service and resource referrals are derived from several community information exchanges to include: 211 San Diego (and Imperial County), 211 Orange County, 211 Riverside County: Community Connect, 211 San Bernardino County and zero8hundred?s comprehensive and fully vetted database of local area social service agencies and resource providers across the southern California region. The zero8hundred program?s three-tiered model caters to varying levels of need among VIPs. Tier I helps those who already have a robust and achievable transition plan to identify and connect to the vetted community resources and services that can best support them in fully executing their plan and gaining the self-sufficiency necessary to successfully transition to the southern California civilian community. Tier II offers individualized assistance, to those who need to still identify their transition goals, obstacles and opportunities, and helps them to craft and then implement an ambitious yet attainable transition plan through peer counseling and resource navigation eliminating their frustration trying to navigate their transition journey all on their own. And, while the zero8hundred program is available to any military service member/spouse within one year of separation from active duty military service through one year post-military service hoping to make southern California their post-military service home, it especially focuses on those who have some of the most challenging barriers to transition success. These are our Tier III VIPs. These are the military personnel with less than honorable or dishonorable discharge statuses; those affected by a service-related physical or mental health disability; those affected by the impact of military sexual assault or those plagued with significant financial distress and no reserves to fund their needs post military service. For these most vulnerable VIPs, extensive transition services and support is offered. There is no cost to participate in the zero8hundred program, or any of its services, regardless of level of need. Finally, zero8hundred considers its greatest accomplishments as those related to the success of the VIPs served by the program. Of the more than 4,500 VIPs who have enrolled since January 2015, 84% of those surveyed reported they had no unmet transition needs. Additionally, 87% of those VIPs surveyed, who listed "Jobs" as their top transition need and received 1:1 counseling with a Resource Specialist, reported they were employed within 12 months post-military separation. Finally, 92% of those VIPs surveyed reported that, 12 months post-military separation, they had increased confidence and knowledge of the resources available to them over when they joined the zero8hundred program.</Desc>
