Family Promise of Beaverton (FPB) adapted to provide shelter for one or two households at a time in the newly-purchase house in central Beaverton, with additional families utilizing hotel rooms for shelter. By the end of 2020, FPB had as many as 14 households in the shelter program at any one time. In addition to shelter, households received food and other forms of assistance such as laundry supplies, gas cards, Tri-Met passes, diapers/wipes, and PPE. Family Promise believes in providing case management in addition to shelter. A case manager helps households create a workable plan to overcome barriers to finding safe, stable, sustainable housing. When a household is ready to find housing, the case manager helps them connect to community resources for housing assistance. 254981 198527 0 Prevention: In previous years, Family Promise of Beaverton (FPB) was able to provide some rent/utility assistance to help families prevent eviction thanks to some small restricted grants. In 2020, the Health Equity Grant from the Oregon Health Authority allowed us to directly help families with nearly $200,000 for rent, utility and childcare assistance. 35729 19270 0 Stabilization: As an extension of our shelter program we continue case management services with families who have moved into stable housing. Many of our families do not have a family or community support system. We can help these families become self-sufficient and help them integrate in their new community. Some of our successful graduate families were hit hard by COVID-related job loss, hour reduction, loss of childcare and delayed unemployment benefits. We provided them with rent assistance, food boxes, and other forms of assistance such as gas cards, Tri-Met passes, diapers/wipes, and PPE. Our case manager helped keep our graduates on track with their household budgets making sure rent eats first. The families put in the hard work to pull themselves out of homelessness. Serving adult-only households was outside the stated mission of helping children and their families, but Family Promise of Beaverton was a respected organization able to help the county provide services for these vulnerable individuals. The main portion of the program was temporary shelter with case management followed by a graduate program with some prevention and stabilization funds from grants. FPB utilized a community-based model in which community organizations hosted program guests overnight for a week at a time four times a year and provided meals. In addition to hosting, the program included intense family-specific case management and a day center which provided a place for guests to store some belongings, do laundry, shower, have a mailing address, etc. Family Promise of Beaverton raised funds to purchase a house in central Beaverton to use as the future day center. Because of its central location more families and community members could be served. After the house was purchased, more funds needed to be raised in order to remodel and expand the day house to meet the vision. Shortly after the purchase of the house COVID-19 made our model using community organizations to house families and volunteers to provide meals no longer safe for our volunteers or our guests. While the purpose of the purchased house was to use in the future, volunteers and donated professional services were able to make the house habitable within two weeks to use as an office and to host some families that were already in the program. FPB moved new families into hotels and provided them with food and supplies, keeping them housed, safe, and isolated. The community answered our call for help to provide funds for these new expenses that were not necessary before COVID-19 changed the landscape. In June 2020, FPB received a contract with Washington County to expand our services to add a ten-household Emergency Shelter - providing shelter in a hotel along with all food and case management for five families and five adult only households per month until mid-December. Serving adult-only households was outside the stated mission of helping children and their families, but Family Promise of Beaverton was a respected organization able to help the county provide services for these vulnerable individuals. In September 2020, Family Promise of Beaverton received a $300,000 Health Equity Grant from the Oregon Health Authority to make investments in communities to improve COVID-19 outcomes and responses. With these funds, Family Promise of Beaverton was able to provide homelessness prevention and housing stability, in addition to its shelter programs, in the form of rent and utility assistance. The three-pronged model of Hosting, Day Center, and Case Management was replaced by a new three-pronged model of Prevention, Shelter, and Stabilization. In the new model, case management is a portion of all three programs. See Part III, Line 4 for descriptions of Prevention, Shelter and Stabilization.
