<Desc>VIDA RCT EVALUATION: LAUNCHED IN 1995, VALLEY INITIATIVE FOR DEVELOPMENT AND ADVANCEMENT (VIDA) IS A NONPROFIT ORGANIZATION, LOCATED IN THE RIO GRANDE VALLEY OF TEXAS, WITH A MISSION TO PREPARE UNEMPLOYED AND UNDEREMPLOYED RESIDENTS FOR HIGH-SKILL, HIGH-WAGE JOBS WHILE ADDRESSING EMPLOYERS' NEEDS FOR SKILLED WORKERS. VIDA SUPPORTS ADULTS SEEKING TO COMPLETE OCCUPATIONAL TRAINING PROGRAMS, PRIMARILY AT AREA COLLEGES. VIDA'S SERVICES INCLUDE FINANCIAL SUPPORT TO COVER THE COSTS OF COLLEGE, INDIVIDUALIZED COUNSELING TO ADDRESS PERSONAL, FINANCIAL, AND ACADEMIC CONCERNS, REFERRALS TO OUTSIDE AGENCIES FOR SUPPORT, EMERGENCY FINANCIAL ASSISTANCE, MANDATORY GROUP MEETINGS FOCUSED ON SOFT SKILLS, AND JOB PLACEMENT SUPPORT. VIDA IS A SISTER ORGANIZATION TO PROJECT QUEST IN SAN ANTONIO, WHICH HAS DEMONSTRATED LARGE POSITIVE IMPACTS ON CREDENTIAL ATTAINMENT AND EARNINGS. WITH A GRANT FROM ARNOLD VENTURES, MOBILITY IS CONDUCTING A RANDOMIZED CONTROLLED TRIAL EVALUATION OF VIDA TO ASSESS THE PROGRAM'S IMPACTS ON POSTSECONDARY EDUCATION AND EARNINGS. THE STUDY'S PRIMARY OUTCOMES ARE EARNING A COLLEGE CREDENTIAL FOUR YEARS AFTER STUDY ENROLLMENT AND AVERAGE ANNUAL EARNINGS IN THE SEVENTH YEAR AFTER STUDY ENROLLMENT. THE STUDY WILL RELY ON ADMINISTRATIVE DATA ON COLLEGE ENROLLMENT, CREDENTIAL ATTAINMENT, AND EARNINGS. STUDY ENROLLMENT BEGAN IN 2024 AND WILL CONTINUE THROUGH SUMMER OF 2027. MOBILITY WILL PUBLISH MULTIPLE REPORTS ON THE STUDY'S FINDINGS REGARDING PROGRAM IMPACTS, THE VIDA MODEL, PROGRAM COSTS, AND THE THE IMPLICATIONS OF THE FINDINGS FOR POLICY AND PROGRAMMING. THE STUDY WILL PROVIDE STRONG EVIDENCE TO THE POSTSECONDARY EDUCATION AND WORKFORCE DEVELOPMENT FIELDS ABOUT THE EFFECTIVENESS OF COMPREHENSIVE EFFORTS TO INCREASE LOW-INCOME ADULTS' COLLEGE COMPLETION AND ACCESS TO WELL-PAYING CAREERS. EVALUATION OF THE REPLICATION OF PER SCHOLAS: PER SCHOLAS WAS FOUNDED IN 1995 IN NEW YORK CITY'S SOUTH BRONX WITH A MISSION TO HELP LOW-INCOME INDIVIDUALS ACCESS WELL-PAYING CAREERS IN THE TECHNOLOGY FIELD. PER SCHOLAS' IT SUPPORT PROGRAM PROVIDES 15 WEEKS OF OCCUPATIONAL SKILLS TRAINING IN PREPARATION FOR PASSING THE COMPTIA A+ CERTIFICATION EXAM AS WELL AS PROFESSIONAL DEVELOPMENT TRAINING, JOB PLACEMENT ASSISTANCE, AND TWO YEARS OF JOB RETENTION AND ADVANCEMENT SUPPORT. TWO RIGOROUS STUDIES OF PER SCHOLAS' PROGRAM IN THE SOUTH BRONX DEMONSTRATED THAT IT HAD LARGE, STATISTICALLY SIGNIFICANT IMPACTS ON PARTICIPANTS' EARNINGS. WITH GRANTS FROM ARNOLD VENTURES AND ASCENDIUM EDUCATION GROUP, MOBILITY IS CONDUCTING A RANDOMIZED CONTROLLED TRIAL EVALUATION TO ASSESS WHETHER THE EARNINGS IMPACTS FOUND IN THE EARLIER STUDIES CAN BE REPLICATED BEYOND THE BRONX IN PER SCHOLAS' NATIONAL CAPITAL REGION (NCR) AND COLUMBUS, OHIO LOCATIONS. STUDY ENROLLMENT BEGAN IN 2021 AND CONTINUED THROUGH 2024. THE STUDY'S PRIMARY OUTCOME IS ANNUAL EARNINGS IN THE THIRD YEAR AFTER STUDY ENROLLMENT. THE STUDY WILL RELY ON STATE ADMINISTRATIVE DATA ON EARNINGS AND A FOLLOW-UP SURVEY, CONDUCTED THREE YEARS AFTER STUDY ENROLLMENT, THAT WILL PROVIDE A GREATER UNDERSTANDING OF HOW PER SCHOLAS AFFECTS PARTICIPANTS' EMPLOYMENT, TRAINING RECEIPT, ATTAINMENT OF INDUSTRY CREDENTIALS, AND FINANCIAL WELL-BEING. MOBILITY WILL PUBLISH MULTIPLE REPORTS ON THE STUDY'S FINDINGS REGARDING PROGRAM IMPACTS, THE PER SCHOLAS MODEL, VARIATIONS IN IMPLEMENTATION ACROSS THE SITES, AND PROGRAM COSTS. REPORTS WILL INCLUDE THE IMPLICATIONS OF THE FINDINGS FOR POLICY AND PROGRAMMING IN THE WORKFORCE DEVELOPMENT FIELD. EVALUATION OF APPRENTI: LAUNCHED IN 2015, APPRENTI SEEKS TO CREATE NEW PATHWAYS TO MID-LEVEL TECH CAREERS FOR WORKERS FROM NONTRADITIONAL BACKGROUNDS, INCLUDING WOMEN, PEOPLE OF COLOR, VETERANS, AND PEOPLE WITH DISABILITIES. THROUGH APPRENTI'S REGISTERED TECHNOLOGY APPRENTICESHIP PROGRAM, APPRENTICES RECEIVE THREE TO FIVE MONTHS OF OCCUPATIONAL SKILLS TRAINING ENDING IN AN INDUSTRY-RECOGNIZED CREDENTIAL, FOLLOWED BY A YEAR OF ON-THE-JOB TRAINING WITH AN EMPLOYER. APPRENTI WORKS WITH EMPLOYERS TO DEVELOP APPRENTICESHIP OPPORTUNITIES, THEN RECRUITS AND SCREENS CANDIDATES FOR THESE OPPORTUNITIES AND HELPS CANDIDATES PREPARE FOR EMPLOYER INTERVIEWS. ONCE SELECTED BY AN EMPLOYER, APPRENTI ORIENTS THE APPRENTICES, ENROLLS THEM IN TECHNICAL TRAINING ALIGNED TO THE EMPLOYERS' NEEDS, TRAINS THE MANAGERS WHO OVERSEE APPRENTICES AT THE WORKSITES, AND COMPLETES ALL REPORTING AND COMPLIANCE ACTIVITIES. WITH A GRANT FROM ARNOLD VENTURES, MOBILITY IS CONDUCTING A RANDOMIZED CONTROLLED TRIAL EVALUATION TO ASSESS PROGRAM IMPACTS DURING THE THREE YEARS AFTER STUDY ENROLLMENT. THE STUDY'S PRIMARY OUTCOME IS EARNINGS; SECONDARY OUTCOMES INCLUDE EMPLOYMENT, POSTSECONDARY CREDENTIAL ATTAINMENT, AND OTHER INDICATORS OF FINANCIAL WELL-BEING. THE PRIMARY SOURCE OF DATA ON OUTCOMES WILL BE A FOLLOW-UP SURVEY, SUPPLEMENTED BY ADMINISTRATIVE EARNINGS DATA WHERE AVAILABLE. STUDY ENROLLMENT BEGAN IN 2023 AND WILL CONTINUE THROUGH 2026. MOBILITY WILL PUBLISH A REPORT ON THE STUDY'S FINDINGS REGARDING PROGRAM IMPACTS, THE APPRENTI MODEL, AND ITS COSTS. THE EVALUATION OF APPRENTI WILL CONTRIBUTE TO THE EVIDENCE BASE ON THE EFFECTIVENESS OF SECTOR-BASED TRAINING AND APPRENTICESHIP IN INCREASING DISADVANTAGED WORKERS' ACCESS TO WELL-PAYING CAREERS. PROJECT QUEST 14-YEAR FOLLOW-UP: SINCE 1992 PROJECT QUEST'S MISSION HAS BEEN TO MAKE WELL-PAYING CAREERS ACCESSIBLE TO LOW-INCOME SAN ANTONIO RESIDENTS WHILE MEETING EMPLOYERS' NEED FOR SKILLED WORKERS. PROJECT QUEST PROVIDES PERSONAL, FINANCIAL, AND ACADEMIC SUPPORT AND RESOURCES TO HELP INDIVIDUALS COMPLETE OCCUPATIONAL TRAINING PROGRAMS AT COMMUNITY COLLEGES AND OTHER TRAINING PROVIDERS, PASS CERTIFICATION EXAMS, AND OBTAIN JOBS IN STRONG SECTORS OF THE LOCAL ECONOMY. WITH A GRANT FROM ASCENDIUM EDUCATION GROUP, MOBILITY EXTENDED ITS RANDOMIZED CONTROLLED TRIAL STUDY OF PROJECT QUEST TO EXAMINE THE PROGRAM'S EARNINGS AND EDUCATION IMPACTS OVER THE 14 YEARS AFTER STUDY ENROLLMENT, USING ADMINISTRATIVE DATA. THE EVALUATION FOCUSES ON INDIVIDUALS WHO WERE PURSUING CAREERS IN HEALTHCARE. MOBILITY PUBLISHED A REPORT ON THE FINDINGS, FOURTEEN YEAR GAINS: PROJECT QUEST'S REMARKABLE IMPACT. WE FOUND THAT QUEST CONTINUED TO HAVE LARGE, POSITIVE IMPACTS ON PARTICIPANTS' POSTSECONDARY CREDENTIAL ATTAINMENT AND EARNINGS OVER THE 14 YEARS AFTER STUDY ENROLLMENT, AVERAGING $5,300 ANNUALLY IN YEARS FOUR THROUGH FOURTEEN. QUEST INCREASED POSTSECONDARY CREDENTIAL ATTAINMENT BY 14 PERCENTAGE POINTS AND MORE THAN DOUBLE THE ATTAINMENT OF HEALTHCARE CREDENTIALS. THE EARNINGS GAINS OF QUEST PARTICIPANTS FAR EXCEEDED THE COSTS OF THE PROGRAM AND PARTICIPANTS' COLLEGE ATTENDANCE. PROJECT QUEST IS ONE OF ONLY A FEW PROGRAMS THAT HAVE DEMONSTRATED LARGE, LASTING IMPACTS ON PARTICIPANTS' EARNINGS. THE REPORT DISCUSSES THREE KEY IMPLICATIONS OF THE FINDINGS: 1. QUEST PROVIDED LONG-TERM, FLEXIBLE, AND PERSONAL SUPPORT TO HELP LOW-INCOME ADULTS EARN CREDENTIALS WITH HIGH LABOR MARKET VALUE. 2. QUEST HAD DEVELOPED EXPERTISE IN THE HEALTHCARE SECTOR, HAD BECOME A TRUSTED SOURCE OF WORKERS FOR LOCAL EMPLOYERS, AND SUPPORTED PEOPLE IN EARNING CREDENTIALS THAT ENABLED THEM TO OBTAIN WELL-PAYING JOBS UPON COMPLETION. 3. QUEST RECRUITED INDIVIDUALS WHO COULD BENEFIT FROM THE PROGRAM'S SERVICES AND WHO WERE UNLIKELY TO BE SUCCESSFUL ON THEIR OWN. THE PROGRAM WAS MOST SUCCESSFUL WITH ADULTS AGES 25 AND OLDER AND THOSE WHO HAD PREVIOUSLY DROPPED OUT OF HIGH SCHOOL OR COLLEGE. MOBILITY WIDELY DISSEMINATED THE REPORT AND PRESENTED THE FINDINGS TO PROJECT QUEST AND ITS AFFILIATE ORGANIZATIONS, GOVERNMENT OFFICIALS, AND OTHER STAKEHOLDERS IN THE WORKFORCE DEVELOPMENT FIELD.</Desc>
