Form 990, Part VI, Line 7a: How Members or Shareholders Elect Governing Body The union's constitution provides that each member in good standing is entitled to vote in the election of union officers, rank-and-file representatives and, in the case of retired members in good standing, a retired members division representative to serve on the union's governing body, the executive council. Form 990, Part VI, Line 7b: Describe Decisions of Governing Body Approval by Members or Shareholders The constitution provides that the members shall have the right to reverse any policy or action of the executive council by a majority vote of the members participating in a referendum. Such a referendum may be initiated by a petition signed by 15% of the members of the union who are in good standing.
