All grantees must further pledge to not use any portion of the grant: (A) For any purpose other than the primary purpose (social welfare and educational purposes) for which the grant was made; (B) To carry on propaganda, or otherwise to attempt to influence legislation, except to the extent permitted by the IRC section 501(c)(4) or if applicable IRC Sections 501(H)and 4911, and (C) For any activity other than that which was specifically authorized via grant letter. Grantees are further required to provide a financial and narrative report of activities by December 31 in the year the grant was made, summarizing how the grant was used and delineate the results achieved, consistent with primary purpose expenditures, as well as a copy of the grantees next certified audit. All non-primary purpose grantees must agree to similar conditions except they may use the funds for section 527 exempt purposes.
