MEIT has a 90 percent graduate job placement rate, and over 90 percent of graduates have maintained employment beyond the first year of employment. This is amongst the highest success rates in the country of South Africa. The grant funding assisted with the educational costs in entirety of 2 youth for a full year of University education, and related costs. MEIT has got to a point of being 85 percent self-funding, including a program called 'learn and earn' and 'pay it forward'. This means the historically disadvantaged youth involved do their first 2-years of study in South Africa, and their second two-years of study are via distance education with Maharishi University of Management, broadcast from the United States to South Africa. Form 990, Part VI, Section B, Line 11b Describe in Schedule O the process used by the Africa College Fund to review this Form 990: * The form 990 was downloaded from the IRS site * along with instructions for Form 990 Return of Organizations Exempt from Income Tax, as well as the relevant supporting schedules * These were distributed to the Directors of the organization (the Governing Body) who familiarized themselves with the required documents. * The Directors determined it necessary to complete schedules: A, B, L, F, O * Once the Form and Schedules were completed by the President and Founder, they were sent to all Directors for their review and input * Suggestions and changes were then made * The revised Form 990, and attaching Schedules was the submitted on paper to the IRS Form 990, Part VI, Section B, Line 12c Did the organization have a written conflict of interest policy? Yes, the organization has a written conflict of interest policy. All officers, and directors are required to disclose annually interests that could give rise to conflicts. This is minuted in the AGM, as well as other meetings of the Board. The organization does regularly and consistently monitor and enforce compliance with the policy, through requiring disclosure from all key representatives of any possible areas of conflict of interest. Where an individual might have a potential conflict, that individual is recused from the Board, so that the remainder of the Board members can discuss if they do in fact see an actual conflict, and if so, how to address the situation. In most cases, a perceived conflict on further discussion might amount to a zero risk situation, and then the matter is resolved. Any organization or individual that wrote to ACF at the head office address, was responded to timeously with the required information in writing. We filed timely paper 990, and we were unfortunately not aware that we were meant to file electronically. Immediately we got the notice from the IRS, we did contact the IRS for guidance, and based on that guidance have done this submission within 2-weeks of receiving the notice. We do kindly request an abatement of the penalties. We tried to meet our tax obligations. We just didn't know. In future we will always file electronically and do it timorously. This will be the last time this situation occurs. We truly apologize to the IRS for the late submission as a result of not being aware we should do the electronic filing.
