The Shumla Endowment is a permanent endowment, the earnings of which will be used to support the organization as a whole, in particular, foundational administrative costs. Form 990, Part VI, Section B, Line 11b Before the 990 is filed, copies of the draft 990 are circulated to each board member and each has the opportunity to study the draft, to ask questions regarding proposed entries and to make suggestions for change, or for future focus of board action responsive to the policies encouraged by the 990. Form 990, Part VI, Section B, Line 12c This policy is enforced by the Board's Ethics Committee. It covers both Board members and employees. Every covered person is provided three documents: 1) Bylaw provision setting for the organization's conflict policy; 2) a detailed document setting forth a conflicts analysis; and 3) a detailed form each person is required to complete and submit, annually. In addition the Ethics Committee Chair reviews the subject at each quarterly board meeting. The Chair works individually with any affected director or staff member to craft a solution consistent with the policy. Their goal is to establish compensation for all employees that is comparable to the practices and pay levels in the field. When compensation issues aris the committee researches comparable jobs in the non-profit world using a number of sources, ranging from formal Texas non-profit sites to informal consulting and networking in the non-profit world. The Committee makes recommendations to the Board based on its research. Form 990, Part VI, Section C, Line 19 The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request and approval by the Board of Directors. In addition, the Organization's 990 is available to the public on independent websites.
