The Consortium received a U.S. Bureau of Reclamation WaterSMART Applied Science grant to support the groundwater accounting and data reporting work. This work is being advanced with guidance from two advisory committees that meet quarterly and four pilot partners who provide guide and test new groundwater accounting platform functionalities.This year the Consortium hosted several program-specific workshops including an Urban Water Data Reporting workshop and a LiDAR workshop designed to stimulate collaboration between a variety of stakeholders interested in developing and/or using LiDAR data or derived products. The Consortium continued to engage the water data community in our work and promote more equitable water solutions. These programs include i) a free, virtual Data for Lunch series providing a venue for the Consortiums Board and Steering Committee members, Working Group Co-Chairs, and the public to learn about new and innovative and ii) a racial equity working group that provides guidance on racial equity in water data in California. Upon resolution of all questions, comments and issues, Form 990 is distributed to the board of directors for review and approval. Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of Conflicts The Consortium's outside counsel who serves as the organization's general counsel evaluated the disclosure forms and monitored actions taken by the Board, Steering Committee, Working Group Co-Chairs, and Staff for any potential conflicts. Form 990, Part VI, Line 15a: Compensation Review & Approval Process - CEO, Top Management Prior to hiring the Chief Executive Officer in August 2020, the Consortium compiled data regarding compensation levels for individuals in comparable positions. The Board assessed the comparability data prior to determining the compensation offered to the preferred candidate. The Board also relied on a number of other factors in making its determination regarding the CEOs compensation: 1) the experience of numerous Board members working in nonprofit and governmental entities to ensure that the compensation being offered to the CEO was consistent with the range of compensation and benefits provided to the head of similar organizations; and 2) the independent Boards assessment of the CEOs capabilities and qualifications to ensure that the total remuneration opportunity for the Consortium's CEO was within a reasonable range of competitive market practices applicable to like positions among like organizations under like circumstance. The compiled compensation data for comparable positions was documented and is part of the Consortium's corporate record, as are the terms of the employment offer. Additionally, and consistent with Consortium bylaws, a record of all Directors of the Consortium who voted to approve the compensation structure and employment offer for the CEO was recorded and is part of the Consortium's corporate record. In the fall of 2021, the Consortium Board of Directors approved a CEO evaluation process requiring that the committee recommending CEO compensation to the Board of Direction reference benchmark data on CEO compensation and that this data be updated at least once every two years. Form 990, Part VI, Line 15b: Compensation Review and Approval Process for Officers and Key Employees The salary and compensation for the Corporate Secretary, also the Senior Operations Manager, was determined by a performance review evaluated by the CEO.
