The money that is granted to these organizations has been donated to the CISPES Education Fund with the express purpose of providing financial support to the designated fiscally sponsored organizations during the tax year. Fiscally sponsored organizations must sign a grant agreement with the CISPES Education funds stating that the grant will only be used for the intended charitable or educational purposes. Fiscally sponsored organizations must also provide a report outlining how the grant funds were used and evaluating the project. Part II General 1h: CISPES Education Fund received a capacity-building grant designated for the Portland Central America Solidarity Committee PCASC for the organization to increase its statewide work in Oregon to promote social economic environmental and racial justice in Latin America. Part VI, Line 11b The organizations form 990 is reviewed by the board treasurer and circulated to all directors prior to filing Part VI, Line 12c When a conflict of interest is relevant to a matter requiring action by the board the interested persons shall call it to the attention of the board and said persons shall not vote on the matter. In addition the persons shall not participate in the final decision or related deliberation. Part VI, Line 15 As part of the annual budget approval process independent board members discuss salary level for all employees including the Executive Director and the Program Director. Board members are provided with information about how directors and staff of other similarly sized non-profits are paid. Deliberations and votes regarding salary levels for all employees including the Executive Director are recorded in minutes. Employees and managers are excluded from participating in any vote regarding compensation.
