In fall of 2022, 19 community members graduated from CLI, for a total of 206 graduates with the skills and knowledge to become grassroots leaders in our community. 153316 Community planning department: Our community planning program advocated for responsible, wildlife-friendly development, including a program to develop and propose responsible Land Development Regulations to guide private and public development to provide better outcomes for wildlife habitat, wildlife permeability and scenic values. We also guided Town and County development staff and governments by identifying and defining weaknesses in proposed development projects, based on adherence to the Comprehensive Plan document embraced by Town and County officials.(Continued on Schedule O)The Alliance concluded a comprehensive transportation plan for Wyoming Highway 22, providing recommendations for community guidance to make transportation planning more conducive to wildlife coexistence, enhanced wildlife corridors and reducing congestion by encouraging ride sharing, van pools, and a greater use of transit and pathways (including e-bikes). This plan was created in conjunction with a nationally known transportation engineering and planning consultant, under a contract agreement. 84094 Wildlife and wild lands department: The Alliance has long been a strong advocate for public lands and wildlife through a diverse portfolio of projects, including wildlife coexistence advocacy programs, advocating for wildlife crossings to reduce wildlife-auto collisions, recommending land-use planning processes and procedures to preserve habitat and provide greater wildlife permeability. Other wildlife programs include "Don't Poach the Powder," a public education campaign advocating adherence to winter and spring wildlife closures to protect sensitive wildlife populations on public lands. The Finance Committee recommends amounts to the board to be spent each year for general organizational purposes. Any expenditures exceeding 5% of the net value of the Endowment fund must be approved by an affirmative vote of 75% of the current Board. Part V, Line 1a: The 2021 beginning of year endowment balance was updated to reflect the correct amount of $347,633. Form 990, Part VI, Section A, line 6 The Jackson Hole Conservation Alliance has one class of members. Any individual who supports the purposes of the Jackson Hole Conservation Alliance shall be granted membership upon payment of membership dues. Form 990, Part VI, Section A, line 7a Members in good standing have the right to vote for the election of new directors to the Board of Directors each year. Form 990, Part VI, Section A, line 8b The Executive Committee consists of the Board Chair, Vice-Chair, Treasurer, and Secretary. While they meet separately from the board as needed, major decisions are brought to the full board for a vote Form 990, Part VI, Section B, line 11b The Jackson Hole Conservation Alliance's IRS Form 990 is reviewed by the Executive Director, Operations Director, and full Board of Directors prior to signing by the Board Chair and submission to the IRS. Form 990, Part VI, Section B, line 12c The Jackson Hole Conservation Alliance has a conflict of interest policy, terms of which are reviewed annually at a meeting of the full board and staff. Each board and staff member is required to complete a detailed questionnaire to disclose any potential conflicts, and they are required to promptly update the questionnaire if new potential conflicts arise. The questionnaires are reviewed by the Executive Committee of the board and/or the full board to ensure compliance with ethical standards and organizational policies. For any interest disclosed, the Executive Committee or full board, as appropriate, will determine whether the Alliance shall a) take no action, or b) disclose the situation more broadly and invite discussion/resolution by the full board of which action to take. The person with the conflict may not participate in a vote and may be asked to recuse him/herself from sensitive discussions so as not to unduly influence the discussion of the conflict. Form 990, Part VI, Section B, line 15a The salary and benefits for the Executive Director of the Jackson Hole Conservation Alliance are recommended by the Executive Committee of the board, independent of the Executive Director, and approved by the board at an executive session of the board. Any participant with a real or perceived conflict of interest shall recuse themselves from the decision-making process. The board secretary or another appointed board member shall take contemporaneous records of the deliberations and decisions. Prior to determining compensation requirements, compensation data for similarly qualified individuals at similarly situated organizations shall have been collected and taken into consideration. Form 990, Part VI, Section C, line 19 The Jackson Hole Conservation Alliance fully supports the Organization's responsibility to provide accurate information about organization operations, revenue and how it is expended. The Organization encourages a culture of openness, honesty, integrity, and a willingness to comply with federal and state laws, and (whenever possible) to exceed the requirements of those laws. We have detailed "public examinations of records, fundraising, and program transparency policy" that ensures availability of governing documents, conflict of interest policy, financial statements, donor privacy policy, and other policies. Each of these documents is available upon request and on our website.
